Because he wasn't a fast swindler. The man did so much during the holocaust, and someone who ran from Europe and had no role in the Jewish life of France rose to power.
Do not underestimate the disappointment and discouragement.
He should have stayed in France. But that is a different story.
He was not an important player in Soviet Chabad structure ,had a role but does not seem to be front line.
Afterwards he seems to have a good role as a communal Rav in Paris.
The new leaders were in Otwock like R Eber,and Rashabg etc
After 1951 was Ramash ready to share power ?
R Zalman was dissed in his post War role,Ramash should have made him a Rosh in a high school or another position to neutralize him. And give him some $$
Like many famous Rabbis and Jewish leaders he found no place after 1945.
But who did get any role in post 1951 Shabbas not Rashag,not Reb Chaim,not Reb Drizin,notNemenov not Simpson,not Levitin,gofers ruled Groner She tov etc etc

No leaders to bang the door and open a new shop.
