Chabad evolved around Vitebsk. Liozna to the right, Surazh on top of the map, Lyady bottom right, Lubavichi over the current border, Kopust between Vitebsk and Liozna, Horadok center top. Ulla to the left (where Reb Moshe, Alter Rebbe’s son moved). After the war of 1812, the Liozna court burned down. Chabad had the first split with Reb Aaron Strashelye and the Mitteler Rebbe. Dov Ber Schneuri was looking for a new base and Lubavitchi was looking for a new tenant.

Franciszek Ksawery Lubomirski (1747–1819) was a polish landlord with massive holdings in Ukraine (and some evidently in northern Belarus). He was the owner of a huge fortune in the southeastern part of the Kyiv province, which included 9 cities, 179 villages and more than 100 thousand "male souls" serfs, aka slaves. Ksawery Lubomirski comes from the Lubomirski clan. After the partition of Poland, Ksawery Lubomirski found himself in Russia and his family integrated with the Russian nobility.
Ksawery Lubomirski was married three times. His first wife was non-other than a daughter of Franciszek Salezy Potocki AKA Graf Potocki. Ksawery Lubomirski had three daughters from this marriage. His middle daughter Clementine, against her father's will, married some man named Kroger. Still, Clementine received the town of Lubavitchi.
It was apparent that having a Hassidic court in a town was beneficial for the economy, so the deal was struck with Dov Ber Schneuri.
